Yeah I have seen that posted around a lot but I don't it applies in my case. Please correct me if I'm wrong.

The problem is I don't have an "adminscripts" folder in inetpub.
Isn't inetpub part of IIS? I don't see why I should need IIS to install SQL Server Express. I have compared my setup dialogs to others in the posts I mentioned above and they all have separate IIS and ASP requirements where as mine does not list an IIS requirement.
Assuming I do need IIS, these posts about enabling 32-bit apps on 64-bit windows, all appear to use IIS 6 but I am using IIS 7, which as far as I am aware does not have an "adminscripts" folder and the scripts must be downloaded as part of an administrator package.
